Öffentliches Dienstrecht

We advise and represent employees, civil servants, and public service bodies comprehensively in all matters relating to public service law. This includes employment relationships with the federal government, states, counties, municipalities, universities, research institutions, and other public-law corporations. Our focus is on the application of the central collective agreements TVöD (collective agreement for the public sector for the federal government, counties, and municipalities) and TV-L (collective agreement of the states for state employees). We provide expert support in all matters relating to labor law and collective bargaining law in the public sector, in particular with regard to implementation and transfers within authorities and public institutions, dismissal protection proceedings in the public sector, questions relating to working hours, salary, and allowances, as well as classification disputes and other labor and collective bargaining law issues.

Focus areas in public service law:

  • Transfers and reassignments within government agencies and public institutions
  • Dismissal protection proceedings in the public sector
  • Working hours, salary, and allowances
  • Classification disputes and other labor and collective bargaining issues
  • Clarification of staff council participation rights
  • Drafting and negotiating service agreements between public employers and staff representatives

In addition, we provide comprehensive advice on all issues relating to staff representation law, particularly with regard to federal staff representation laws and the staff representation laws of the states of Berlin and Brandenburg. Providing advice on public service law requires not only in-depth knowledge of the TVöD and TV-L collective agreements, but also experience in their legal interpretation and current case law. We have many years of experience in both out-of-court advice and legal representation, enabling us to offer you practical and reliable solutions. Our clients come from all areas of the public sector, in particular federal authorities and state administrations in Berlin and Brandenburg, municipalities and districts, as well as universities, research institutions, and other public-law corporations.
